Shulgan or Shulgen (Bashkort: Шүлгән, Russian: Шульган, Turkish: Şülgen) is the king of Waterlands[1] in Bashkort and Turkic mythologies.

In the beginning of the legend "Ural Batyr" tells about two boys, that were born at the island, surrounded by the ocean. Woman (Yanbike) and man (Yanbirde) in this story had two boys. The brothers names are Ural and Shulgan. Ural was a good boy and obedient to his parents. Shulgen didn't follow the rules of his parents and traditions.
Once when the parents were gone hunting, Shulgen was challenging Ural to drink the blood of animal at home, that was left by parents.[2] Ural refused to do it. Then Shulgen drank the blood himself. Parents cursed their son Shulgen and rejected him. Shulgen however is the name of the first king of Sumerian country.
