Suppose we have an index set $1, dots, n$. Now I want to take all the subindices. For example, if the set $1, 2, 3$, I want to a collection of $1, 2, 3, 1, 2, 2, 3, 1, 3, 1, 2, 3$. At first, I want to denote this collection as the power set as $2^1, dots, n$, but in this case, I need to take out the empty set and also equivalently identity the set under permutation.

What is a compact notation for my situation?
